Can't Access Notes in Teams Meetings.

We have two Teams meetings, each with around 45 participants.

For the first meeting, nobody is able to see the meeting notes/agenda. The error message is, "You don't have access to the meeting notes"

For the second meeting, we are only able to see the notes after a specific user has joined the meeting. Same error message for everyone until that user joins. The Loop component for this meeting is stored in this user's OneDrive.

Both are organized by our "Company" equipment resource. I have tried adding co-organizers, editing the meetings with the "Company" resource, but no luck.

Any suggestions?

    I understand how frustrating it is when meeting participants cannot access the agenda or notes, especially in larger sessions. Based on the symptoms you described specifically the error "You don't have access to the meeting notes" the issue is rooted in how Loop components (which power Teams meeting notes) handle permissions and storage. 

    To help me narrow down the cause, could you please provide the following details?  

    1. Are these channel meetings or private/standard Teams meetings?
    2. Do all the participants have valid Microsoft 365 (Office 365) licenses?
    3. Is the “Company” resource mailbox licensed for any user services (e.g., Enterprise E1/E3)?
    4. Are any of the participants external or guest users in your tenant?

    In the meantime, please try the following official troubleshooting steps which usually resolve issues with basic issues:

    Microsoft Teams meeting notes are now Loop (.loop) files. 

    • Storage: They are stored in the OneDrive of the person who first starts the notes or the organizer. 
    • The "Company" Resource Issue: Equipment or Room resources often do not have an active OneDrive for Business license or a mailbox capable of managing file permissions. When a resource "organizes" the meeting, the Loop file lacks a valid "home" or owner to distribute permissions to participants. 
    • The "Specific User" Scenario: In your second meeting, the notes were likely initiated by that specific user. Because the file lives in their OneDrive, the system may only validate the shared permission sync once the owner is active in the session. 

    For the First Meeting (No Access for Anyone) 

    Since the resource account cannot properly host the file, you must manually grant access or recreate the component: 

    • Manual Permission Grant: The person who first attempted to create the notes should go to their OneDrive > Meetings folder. Locate the .loop file named after the meeting, select Share, and ensure "People in your organization" or the specific attendees have "Can edit" access.  User's image User's image User's image
    • Have a named user (not the resource) click "Notes" for the first time. This ensures the file is hosted in a standard user's OneDrive with clear permission inheritance. 

    For the Second Meeting (Access Only When User Joins) 

    This indicates a sync delay or a "restricted" sharing link. 

    1. Update Sharing Settings: The user who owns the Loop file should open the notes in a browser (via the link in the meeting chat). 
    2. Change Link Type: Click the Share button in the top right and change the settings from "People currently in this meeting" to "People in your organization with the link." This allows participants to authenticate and view the notes regardless of whether the owner is present.  To avoid this when using "Company" equipment resources to book meetings:  User's image
      • Assign a Co-Organizer: Always ensure a human user is a Co-Organizer. 
      • Initialize Notes as a User: A human attendee or organizer should click the "Add Notes" button before the meeting starts to ensure the file is created in a stable OneDrive location.
