RD iOS client fails on cellular

Hello, I've setup my users to to access an RDS server over an SSL VPN. They are able to connect over WiFi, but not on cellular data. I can't think of a way that the carrier could be blocking the traffic as it is encrypted. The users receive the generic x204 error but this is only an issue on cellular data.
