In many cases, the system simply needs some time to review and confirm the phone number and the information used during the registration process for the Microsoft Developer Program. Allowing the verification to complete on its own often resolves the situation.
If it applies to you, you may also try registering with a different phone number from another country. Some users shared that this approach helped them move forward.
It is also worthwhile to check whether you fall into one of the groups that already qualify for access to the Microsoft Developer Program, such as:
- Visual Studio Professional or Enterprise subscribers (automatic qualification)
- Companies enrolled in the ISV Success Program or eligible tiers of the Microsoft AI Cloud Partner Program
- Organizations with Premier or Unified Support, typically requested via their Microsoft account team
