I tried following these steps in the help section (link provided below) and unable to complete the steps due to the 2nd step ("Select Local Folders and Groups") is not listed so I couldn't complete the steps.

Do you log into Windows with a work or school account?

    2

    Open the Settings App.

    Go to Accounts.

Select Access Work or School, is there is a work or school Email listed there?

On a home Windows 11 PC that is not joined to a work domain, password-change prompts are usually controlled by the local account’s password policy or by using a Microsoft account instead of a local account.

Because the “Local Users and Groups” node is missing, the edition of Windows 11 likely does not include that management snap-in. In that case, use one of these supported approaches instead:

    1. Switch from a Microsoft account to a local account (if currently using a Microsoft account)
This avoids online account policies and lets Windows treat the sign-in as a simple local account.
      1. Open SettingsAccountsYour info (or use this shortcut: Your info).
      2. Select Sign in with a local account instead (this appears only if currently using a Microsoft account).
      3. Enter a username, password, and password hint.
      4. Select Next, then Sign out and finish, and sign back in with the new local account.
    2. If already using a local account and just need to manage the password
Use the standard Windows password tools and ensure the password is set the way you want:
      • To change or reset the password from another administrator account on the same PC:
        1. Open Computer Management.
        2. Expand Local Users and GroupsUsers (this is available only in editions that support it).
        3. Right-click the user → Set Password… → enter a new password.
If there is no administrator account available, the device must be reset using Reset your PC.
    3. Consider going passwordless with Windows Hello
Instead of recurring password prompts, configure Windows Hello (PIN, face, or fingerprint) for sign-in:
      • See Windows Hello setup and Change or reset your PIN in the Windows account help.

If the device is joined to a work or school account, the password-change requirement may be enforced by that organization’s policies, and those cannot be disabled from a home user context; in that case, use the organization’s help resources or the “Help with a work or school account password” link.
