Select Access Work or School, is there is a work or school Email listed there?

I tried following these steps in the help section (link provided below) and unable to complete the steps due to the 2nd step ("Select Local Folders and Groups") is not listed so I couldn't complete the steps.

On a home Windows 11 PC that is not joined to a work domain, password-change prompts are usually controlled by the local account’s password policy or by using a Microsoft account instead of a local account.
Because the “Local Users and Groups” node is missing, the edition of Windows 11 likely does not include that management snap-in. In that case, use one of these supported approaches instead:
