Outlook.com email delivery is blocked when Microsoft cloud storage is full, not just when OneDrive looks under quota. The 100 GB shown for OneDrive does not guarantee that overall Microsoft storage or the Outlook.com mailbox is below its limits.

Key points from the service behavior:

    1. If Microsoft cloud storage is full:
      • Sending and receiving email in Outlook.com stops, even if the email mailbox itself is not full.
      • Messages sent to the account while storage is full are bounced back to senders and cannot be recovered.
      • This can be triggered by overall Microsoft storage (OneDrive + Outlook.com + other data), not just visible OneDrive usage.
    2. If the Outlook.com mailbox storage is full (separate from OneDrive):
      • Sending and receiving email in Outlook.com also stops.
      • Senders receive an error that the mailbox is full.
    3. What to do next:
      • Check actual Outlook.com mailbox and Microsoft storage status using the mailbox storage page: this shows what is taking space and whether the quota is exceeded.
      • If storage is full:
        • Free up space (delete large mail, empty Deleted Items/Junk, remove large OneDrive items) or
        • Upgrade with a Microsoft 365 subscription to increase Outlook.com mailbox limits and OneDrive storage.

If cloud storage and mailbox are confirmed not full and email still does not arrive, other causes listed for Outlook.com include account issues (password changes, temporary block due to unusual sign-in activity) or device sync problems.
