For Outlook.com/Hotmail, email stops working when Microsoft cloud storage is full. To both restore sending and add a valid payment method from United Arab Emirates, follow these steps.

    1. First, confirm storage status
    • Sign in to Outlook.com.
    • Open Settings and search for Storage to see how much mailbox storage is used and whether the account is over quota.
    • If storage is full and payment is not working yet, temporarily free space by deleting large or unneeded emails and emptying Deleted Items so email can work again.
    1. Add or fix a payment method Because cards and PayPal are being rejected and PayPal is asking to change location, the Microsoft account region and payment method region must match United Arab Emirates.

    A. Check or change Microsoft account country/region

    1. Go to the Microsoft account profile page via Your infoEdit profile info.
    2. Verify the country/region is set to United Arab Emirates.
    3. If it is different and there has been a permanent move, change it to the correct country/region as described under Add a new payment method for a different country.
      • Important: Region should only be changed if living in the new country/region long term, because items from one region might not work in another.

    B. Add a new payment method for UAE

    1. After confirming the region, go to the Payment options page of the Microsoft account dashboard:
      • From the account site, open Payment & billingPayment options.
    2. Select Add a new payment method.
    3. Enter the UAE card or bank details exactly as they appear with the bank (name, number, expiry, billing address, postal code). If the card is not accepted, try entering the postal code with and without spaces.
    4. If supported in UAE, PayPal or mobile phone billing can also be added:
      • In Microsoft Store, choose BuyGet Started! Add a way to pay or ChangeAdd a new payment method, then select Mobile phone and follow the verification steps.
    5. Purchase additional Microsoft storage Once a valid UAE payment method is added:
    • For Outlook.com/Hotmail, storage is tied to Microsoft cloud storage.
    • To increase the quota, buy more Microsoft storage:
      • If using a free account, purchase a Microsoft 365 subscription using the new payment method.
      • If already using Microsoft 365 Personal, Family, or Premium, additional file storage can be added on top of the included 1 TB.
    1. If payment still fails
    • Confirm the card is enabled for international/online transactions with the bank in UAE.
    • If all steps above are completed and payment is still rejected, contact Microsoft Support from the Outlook.com Help menu or via the general support entry point for Account & Billing Help to review the payment issue.
