Hi! Let me help you with this issue.

Open Edge, and then copy and paste this on your Edge address bar, edge://settings/content/pdfDocuments

Toggle Always download PDF files and then try opening PDFs again in Outlook.

Use these steps to fix PDF attachments not opening directly in classic Outlook for Windows:

    1. Check how PDFs are supposed to open
      • In Windows, make sure the default app for .pdf is set as desired (for example, Microsoft Edge or Adobe Acrobat Reader). See guidance in Change default apps in Windows linked from the articles below.
    2. Try opening/previewing the PDF from Outlook correctly
      • In classic Outlook, PDF attachments normally open in the default PDF app (for example, Edge) when double‑clicked.
      • If using the Preview feature in the Reading Pane and it fails, see the next step.
    3. Fix the Outlook PDF previewer
      • If the error is like “This file cannot be previewed because there is no previewer installed for it”, then:
        1. Confirm Outlook and Adobe Acrobat Reader (if installed) are the same bitness (both 32‑bit or both 64‑bit):
          • In Outlook: File > Office Account > About Outlook.
          • In Adobe Reader: Help > About Adobe Acrobat Reader.
        2. If they are different, uninstall the current Adobe Reader and reinstall the matching bitness from Adobe’s “other versions” page.
      • If Microsoft PowerToys is installed, open PowerToys, go to File Explorer Add‑ons, and turn off Enable PDF (.pdf) preview so it does not override the PDF preview handler Outlook uses.
    4. Use Edge or another viewer instead of preview
      • If preview continues to fail, save or open the attachment directly instead of using the preview pane. With Edge set as the default PDF app, double‑clicking the attachment should open it in Edge.

If PDFs still only work when saved to OneDrive, test with another Windows profile or temporarily disable third‑party add‑ins/security tools that may be blocking direct opening.
