Additional identity validation documents are uploaded directly in the Azure portal on the Identity validation request, not sent by email.
When the status changes to Action Required, open the Artifact Signing account in the Azure portal, go to Identity validations, select the relevant validation request, and follow the on-screen instructions there. That blade provides the place to upload the requested documents so Vetting Operations Support can continue the review.
