As discussed offline, As long as another tenant user has the necessary rights, the application can still be removed even if the SC-ALT account that generated it is no longer available. No matter who generated an application registration, people with roles like Global Administrator, Application Administrator, or Cloud Application Administrator in Microsoft Entra ID are able to remove it. You will need to ask a tenant administrator to delete the application if you do not have one of these responsibilities.
