We have below two VMs in our environment that are listed as below:

1- VM(VMWare)#1, powered off, not domain joined, used as Root CA.
2- VM(VMWare)#2, powered on, domain joined, used as subordinate root authority.

We are planning to migrate the above two to Azure(Azure VMs under our subscription), preferably fresh Azure VMs, which means that the IP and hostname will change at some point, so the services have to migrate properly to ensure that they will not cause any issues..

Please advise if this kind of migration is recommended and advise the steps.

There still is no better guide than official ADCS Certification Authority Migration Guide: https://learn.microsoft.com/en-us/previous-versions/windows/it-pro/windows-server-2012-r2-and-2012/dn486797(v=ws.11)

read it carefully and follow all required steps. Ask specific questions if something is not clear.
