Windows can be activated inside a VMware Workstation Player virtual machine with a retail key, but the key and edition must meet the activation requirements.

    Key points and checks:

    1. Verify the key type and usage
      • A retail key can only be used on the number of devices allowed by the Microsoft Software License Terms.
      • If the same retail key is already in use and activated on another PC or VM, activation in the new VM may fail because the key has been used on more devices than allowed.
      • In that case, a new product key or another copy of Windows is required.
    2. Confirm Windows edition matches the key
      • The Windows edition installed in the VM (for example, Windows 11 Home vs Windows 11 Pro) must match the edition the retail key is for.
      • If the edition does not match the license, Windows will not activate. The installed edition must be reinstalled or changed to match the license.
    3. Use the correct activation method
      • Activation requires either:
        • A 25-character product key, or
        • A digital license.
      • In a fresh VM, there is typically no digital license, so activation must be done with the 25-character product key using the in-OS activation flow (for example, Settings → System → Activation → Change product key) and not by relying on a previous digital license from the host.
    4. One copy of Windows per device/VM
      • If a single retail copy of Windows has been installed on multiple PCs or VMs, activation might not work because the product key has already been used on more devices than allowed.
      • To activate additional VMs, a separate product key or license is required for each one.
    5. Check for counterfeit or invalid keys
      • If the key was obtained from a third party and activation fails, the key may be counterfeit or otherwise invalid. Only genuine keys published and licensed by Microsoft will activate.

If all of the above are satisfied (genuine retail key, edition matches, key not overused), the VM should allow entry of the 25-character key through the standard Windows activation UI and activate successfully.
