    Hi valeriu antoci,

    Thank you for reaching out.

The error 0x80090011 indicates that the Windows Hello PIN credential data is corrupted. When this happens, Windows cannot use the PIN for sign‑in, administrator approval, or app installation, even if the PIN shows as “Set up” in Settings.

Please try this recommended solution to resolve the issue:

Rebuild the Windows Hello PIN data

    • Sign in using your account password (not PIN or biometrics).
    • Open File Explorer and go to: C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft
    • Take ownership of the Ngc folder, then delete all contents inside it.
    • Restart the PC.
    • Go to Settings > Accounts > Sign‑in options and set up a new PIN.

This refreshes the credential container used for PIN, admin approval, and installations.

If the issue continues, please consider refreshing account connection

    • Go to Settings > System > About.
    • Select Disconnect from organization (if shown).
    • Restart the device.
    • Reconnect the account and set up the PIN again.

This situation can be very frustrating, especially when it prevents basic tasks like installing apps or approving admin actions. Following the steps above helps Windows rebuild the required sign‑in components so everything can function normally again.

Error code 0x80090011 during PIN use or creation indicates that the Windows Hello key container or key was not found. The PIN configuration is corrupted and must be rebuilt.

    Follow these steps in order:

    1. Try transient fixes
      1. Restart the device and test the PIN again.
      2. Sign out of Windows, sign back in with the account password, and try again.
    2. Recreate the Windows Hello PIN
      1. Sign in with the account password instead of the PIN.
      2. Go to Settings > Accounts > Sign-in options.
      3. Under PIN (Windows Hello), remove any existing PIN if it still shows, then choose Set up to create a new PIN.
    3. If the error persists, rejoin the device to Microsoft Entra ID The documented mitigation for 0x80090011 is to unjoin and rejoin the device from Microsoft Entra ID so a new key container can be created.
      1. Sign in with the account password.
      2. Go to Settings > System > About.
      3. Select Disconnect from organization to unjoin the device from Microsoft Entra ID.
      4. Restart the device.
      5. Join it back to Microsoft Entra ID (organization account) and sign in.
      6. Go to Settings > Accounts > Sign-in options > PIN (Windows Hello) and set up a new PIN.

If the problem continues after these steps, contact Microsoft Support for further assistance, as recommended for unmitigated Windows Hello PIN errors.
