Yes, you can. Microsoft 365 Personal (for one user) usually doesn’t restrict you to only a few email accounts in Outlook. You currently have about 10 mailboxes, including Outlook and Gmail, and under normal circumstances they can all be added to Outlook for unified sending and receiving.
Whether they stay online depends mainly on the email service itself and your sync settings. Outlook can manage multiple accounts from different providers, but for Gmail and similar services, you typically need to enable IMAP first, and in some cases use two-step verification or an app-specific password. In other words, the key issue isn’t “whether the Personal plan allows 10 accounts,” but whether each mailbox can connect properly.
