Locked out from 15+ year old account. How can I resolve?

Hi all,

I've recently reset the password on my daily account which has been in use for years. The account has been suspended due to security and no longer sends texts to my phone. I keep having the restore account form declined but I have no idea why. Is there someone I can speak to about reinstating the account as it has a large amount of history and documentation which I need access to.

This is in reference to a hotmail account.
