In the new Outlook how to set Message Pane to show multiple lines without the Reading Pane being displayed?
There is no "off" setting for the Reading Pane. There is Popout only and selecting this disables multiple lines.

In New Outlook, the layout options are more limited than in Outlook classic. One of those limitations affects exactly what you are trying to do.
Unfortunately, it is not currently possible to show multiple preview lines in the message list while the Reading Pane is turned off in the new Outlook. Sorry.
