Classic Outlook (no Microsoft 365) needs a standalone Outlook/Office license. New Windows 11 PCs now ship with only the new Outlook app, not classic Outlook.
To use classic Outlook with old mail:
- A standalone classic Outlook is required
- Install a non‑subscription Outlook/Office version (for example, a one‑time‑purchase Office that includes Outlook) using its original installer and product key.
- New Windows 11 devices do not include classic Outlook by default; they include new Outlook for Windows instead.
- Install classic Outlook
- On the Windows 11 PC, download and install classic Outlook using the standalone installer.
- If classic Outlook is not present, see the guidance in “You can't open classic Outlook on a new Windows PC” about installing a standalone version of classic Outlook for Windows.
- Check that classic Outlook is installed
- Open Outlook.
- Select File > Office Account (or Help if Office Account is not shown).
- Under Product Information, confirm it shows a classic Outlook/Office product, not Microsoft 365.
- Move old mail
- From the old PC, export mail to a file (for example, a .pst) using classic Outlook.
- Copy that file to the new PC.
- In classic Outlook on the new PC, import that file so all old mail appears.
Without a valid standalone Outlook/Office license and installer, classic Outlook cannot be installed on the new Windows 11 PC; only the new Outlook app will be available, which does not use local .pst in the same way.
