Unable to Access Azure Free Account — System Forces “Pay As You Go” Instead of Free Tier

I created my account recently but I cannot sign up!!! website asks me to choose the "Pay As You Go" option while I tried "azure for free"! what should i do to access my account?

    You see the message 'You are not eligible for an Azure subscription'

    To resolve this issue, double-check whether the following items are true:

    • The information that you provided for your Azure account profile (including contact email address, street address, and telephone number) is correct.
    • The credit card information is correct.
    • You don't already have a Microsoft account that uses the same information.
