First, I’d like to understand your setup.

1. Are you using Outlook with a Microsoft 365 / Outlook.com email, or is it a POP/IMAP account from another provider (like Gmail, Yahoo, etc.)?
2. Also, on the new computer, have you already added the email account to Outlook?
3. Are the emails showing in Outlook web if you sign in at https://outlook.live.com/mail?
4. On the old computer, is Outlook using POP, IMAP, or Exchange? (File > Account Settings > Account Settings)
