Since Outlook opens in Safe Mode and as admin, the problem is more likely a bad add-in or damaged local Outlook setting than a full Office install issue.
Here are some suggestions you can try:
Disable all COM add-ins in Safe Mode, then re-enable them one by one. If Outlook works after that, one add-in is causing the shutdown.
Run Outlook.exe /resetnavpane from Run. This can fix a broken navigation pane that makes Outlook open and close right away.
If it uses Exchange, rebuild the OST. If it uses PST, run SCANPST. Damaged local data files can cause this even after repair attempts.
Also check for Office and Windows updates, since some Outlook startup issues were fixed in later patches.
