Email recipient number NOT exceeded, but not sending

I am trying to send a group email with attachment to approximately 30 people and the system is telling me that I have exceeded my message limit and message is saved in drafts.

How can I change this.

We are a not for profit art group that send out emails every few weeks to a month. We are not regular users on this account, but need it for organisation purposes.

    To narrow this down quickly—since the email is flagged as over the sending limit and is being saved to Drafts—please share:

    • Are you sending from Outlook.com on the web or the Outlook app (New/Classic/mobile)? Also, please copy/paste the exact message shown.
    • Is this a free Outlook.com account, or does it have a Microsoft 365 subscription?
    • In Outlook.com > Settings > Storage, is there any storage full warning? And approximately how large is the attachment (MB)?

    Once the details above are available, the next steps will be clear.
