when I open outlook an error message says 0x8000CCC0E cannot connect to server. I can connect to server with all other apps except outlook

- I removed the email account (File>Account Settings> Account Settings - Email/remove
- I followed the instructions on this page https://support.microsoft.com/en-us/office/unable-to-add-a-gmail-account-to-classic-outlook-4d9530c5-3f40-4e6d-9b45-4477f160828f and did the "Manual Workaround" (You get to the Windows Credentials through the Control Panel)
- I re-added the Gmail account (File > Add Account )
