Is it compliant to publish AVD RemoteApps to external customers using accounts created in the host tenant?

Question

The title pretty much sums it up.

I was wondering if it is compliant if I set up an AVD for a client, with a remote app config, with the remote app running his accountancy-software. His clients would be logging on to his tenant via Windows App with custom user credentials to use the app.
