All of a sudden voice comes across and says login to my IP address was found to be fraudulent and then pop-ups all over my screen. Call this number for Microsoft security. I haven't done anything yet....

Better to check out your device / run a malware scan | backup your important data
what IP you mentioned? have you installed any program or it's just a web page?
Turn on Browser Security measures and block the popups

Glad to hear you didn't call the number! This is a "browser locker" scam // Tech Support Scam" pop-up and your computer isn't actually infected, but the webpage is designed to prevent you from closing it.
To unlock your screen, please try these steps in order:
Force Close the Browser: Press Ctrl + Shift + Esc on your keyboard to open the Task Manager. Find your web browser (Edge, Chrome, etc.) in the list, right-click it, and select End Task.
The "Escape" Key: Sometimes simply pressing the Esc key on your keyboard for a few seconds will exit the full-screen mode, allowing you to click the "X" on the tab.
Clear Browser History: Once you reopen your browser, do not click "Restore Pages" if prompted, as this will bring the scam page back. Go to your settings and clear your recent cache and cookies.
Disconnect & Scan: As a precaution, disconnect from the Wi-Fi/Ethernet, then run a full scan with Windows Security (built into Windows 11) to ensure no malicious files were downloaded.
Whatever you do, do not allow any "technician" remote access to your machine.
Can you share a screenshot from your mobile (if possible)?
First: Disconnect the Network/Internet from your machine - to isolate the issue.
Second: try out (Alt + CTRL + Del)
Third: Restart / Force Power Off your device

Thank you, for your help. The voice said it wasn't me that someone else logged in to IP address, don't shut down, don't restart just call the number. Can I go ahead and shut down safely?
aaah I got it :D (it's just "Scareware / pop-up scam") - if you just closed that page/site you are safe.
and yes, you can shut it down safely and keep using your device as normal.
(Be careful on any links shared online / especially ads no days mostly click bait)
