I'm not able t create Azure DevOps account

Hello,

I am trying to create an Azure DevOps account, and I have connected my credit card as part of the process. However, when I attempt to continue, I receive a message stating that I am not eligible to create an account.

Could you please assist me in understanding why this is happening and how I can resolve it?
