In addition to the workaround suggested by DaveM121 there is another workaround that seems to be effective for some people.

And if that doesn't work, then there is the "Start from Scratch" process:
1 -- Classic Outlook - Export any data for the GMail account that you have stored only locally in "This Computer Only" folders. Since the OST file it is stored in will be useless once you remove the account.
2 -- Classic Outlook - Remove the GMail account from your Profile.
3 -- Classic Outlook - Exit
4 -- Google - Remove Microsoft Access

5 -- Windows - Delete Windows Credentials

Many people report that they can't locate just the GMail credentials, and remove any credentials that start with MicrosoftOffice16_Data:OAUTH2
6 -- Classic Outlook - Start the whole "Add a GMail Account" process from scratch.
On the Google access permissions screen, be sure you tick the checkbox "Read, compose, send, and permanently delete all your email from Gmail." on the top right.
If that doesn't do it for you, then you may not be facing the same problem as described in the Microsoft Support articles. (Hey. This is Outlook. There are lots of different ways it can go sideways).
Your next step would be to bring in Microsoft Support so they can examine your client.
