If a Microsoft Entra/Azure tenant has been blocked due to inactivity, it can only be recovered within a limited window. After that, it is permanently deleted and cannot be restored.
For tenants blocked with error AADSTS5000225: This tenant has been blocked due to inactivity:
- Administrators can request reactivation only within 20 days of the tenant entering the inactive/blocked state.
- If the tenant remains in this state for more than 20 days, it is deleted and is not recoverable.
In that case, the only option is to create a new tenant:
- Sign in to the Azure portal.
- Go to Microsoft Entra ID → Overview → Manage tenants → Create.
- Follow the steps to create a new tenant for the organization.
If the tenant is still within the 20‑day inactive window and admin access exists, the admin must contact Microsoft support (for example, via the global support phone numbers) to request reactivation.
