Managed Instance failing to scale after 3 hours

We are running a SQL Managed Instance on 8 cores out of hours that we scale up at 5am each weekday morning (it needs to be at 16 cores for our 9am peak). Usually the scale up operation finishes in about half an hour but today it is still ongoing at 8am.

Is it better to cancel the ongoing operation or just wait it out? Is there any way of telling if it is making any progress or has become stuck?
