Based on your description, you cannot download desktop apps and getting the error code 53003
For better understanding your situation, could you please confirm that:
Have you checked with your school’s IT administrator to confirm whether the correct license has been assigned to your account? Also, has this issue occurred before?
Were you able to install the desktop apps in the past without any issues?
In the meantime, it may be a permission restriction set by your school. To download desktop apps, your IT admin must either assign a license that includes desktop apps, or Register/enroll your device, or remove the conditional Access block.
