Error 0x8007001F - 0x2000C during a Windows 11 upgrade is a driver‑related failure that occurs in the SAFE_OS phase. Use the following steps, in order, to resolve it:

    1. Ensure enough free disk space
      • For a 64‑bit system, have at least 20 GB of free space on the system drive before starting the upgrade.
    2. Disconnect nonessential hardware
      • Unplug all external devices that are not required for basic operation: USB drives, external HDD/SSD, printers, scanners, docks, headphones/speakers, etc.
      • If using a laptop with a docking station, undock it before retrying the upgrade.
    3. Fully update Windows and drivers
      • In Windows 10/11, go to Settings > Windows Update and install all available updates (including optional driver updates) and restart as needed.
      • Run Windows Update again until no further important updates are offered.
    4. Check third‑party drivers
      • Visit the PC or motherboard manufacturer’s site and install the latest chipset, storage, graphics, and audio drivers that support Windows 10/11.
    5. Remove third‑party antivirus and nonessential software
      • Non‑Microsoft antivirus or older utilities can block upgrades.
      • Go to Control Panel > Programs > Programs and Features, uninstall non‑Microsoft antivirus and any nonessential/old software. Keep installation media and product keys so they can be reinstalled later.
    6. Check Device Manager for driver errors
      • In the taskbar search box, type device manager and open Device Manager.
      • Expand each category and look for devices with a yellow exclamation mark.
      • For each such device, right‑click and choose Update driver. If no update is available and the device is not required, choose Uninstall and restart.
    7. Repair disk and system files
      • Open Command Prompt as administrator.
      • Run: chkdsk /f C: and press Enter. Approve running at next restart, then restart the PC to let it repair disk errors.
      • After that completes, again open an elevated Command Prompt and run:
        • DISM.exe /Online /Cleanup-image /Restorehealth
      • When DISM finishes, restart the PC.
    8. Perform a clean boot and retry the upgrade
      • Follow the steps in How to perform a clean boot in Windows to start Windows with only essential services.
      • In the clean‑boot state, run the Windows 11 setup again and attempt the upgrade.

If the upgrade still fails after these steps, collect the setup logs under C:\$WINDOWS.~BT\Sources\Panther and use the guidance in Resolve Windows upgrade errors (linked from the same article) for deeper log analysis.
