Domain is missing DMARC record..
It was also blacklisted. 550 5.7.1 Unfortunately, messages from [3.216.76.228] weren't sent. Please contact your Internet service provider since part of their network is on our block list (S3140).
You need to contact whoever the email host is for this domain. They need to stay compliant by setting DMARC record. They also need to take action to improve their IP reputation score first, such as tightening outbound spam filter on their end, or move your domain to a different IP block.

After trying to send an email to your Outlook account, did the sender receive a postmaster delivery notification saying the message was not delivered? It may also be worth checking the Junk Email folder, as that notification could help us understand what is happening.
Also, are you having trouble receiving emails from anyone else, or only from this sender/domain? And is the sender using an Outlook address, or a different email domain?
