Media creation tool not working on Windows 7

Hello, I’m trying to create a USB installation drive using the Media Creation Tool on an old Windows 7 PC. However, the tool keeps triggering an error and won't proceed. Since I only use this computer for basic internet browsing and simple programs, I'm quite surprised by this sudden issue. How can I resolve Media Creation Tool errors specifically on Windows 7?

    Hi Jie Jun,

On Windows 7, Media Creation Tool errors are usually caused by Windows 7 compatibility limitations, not the USB itself. The tool often fails because older Win7 systems may be missing SP1, TLS 1.2 support, updated certificates, or newer servicing updates that Microsoft’s download process now expects. Try running it as Administrator, reformat the USB, clear any leftover C:\$Windows.~WS or C:\$Windows.~BT folders, and make sure TLS 1.2 is enabled in Internet Options. In practice, the most reliable fix is to skip Media Creation Tool on Windows 7 and instead download the ISO and create the USB with Rufus, ideally from a newer PC. If it still fails after basic cleanup, it’s usually the age of the OS rather than a hardware issue.

    Hope it's helpful.

    Harry.

Media Creation Tool issues on Windows 7 are typically worked around by avoiding the tool on that machine and instead creating the installation media from a working, supported Windows PC.

    Use this approach:

    1. On a working PC (Windows 10/11 recommended), go to the Microsoft software download site and download the Media Creation Tool.
    2. Run the tool and select Create installation media for another PC.
    3. Choose the correct language, edition, and architecture (64‑bit or 32‑bit).
    4. Let the tool create a bootable USB flash drive and wait until it finishes.
    5. Safely remove the USB and plug it into the Windows 7 PC.
    6. Boot the Windows 7 PC from the USB. If it does not boot, enter firmware/BIOS setup and change the boot order so that USB is first.
    7. When the Windows setup screen appears, either:
      • Proceed with installation (clean install or upgrade, depending on what is supported for the target version), or
      • Choose Repair your computer if the goal is only to access recovery tools.

If the Windows 7 PC cannot run the Media Creation Tool reliably (which is common on older or minimally updated systems), always prefer creating the media on a newer machine and only use the Windows 7 PC as the target for installation/repair.

Note: A clean installation will remove personal files, apps, and settings from the target PC, so back up important data first.
