Preview ism file gets generated after some time. I have created live event + but I have not created assets or live outputs.

I have created an live event. Started it. I have not created live output and assets. But preview video is working.
but it seems that preview ism file is generated after some time? If I created the live output and assets it seems that preview ism file is generated quickly. I am doing something wrong or may be any other issue?
