Other features or issues related to Microsoft Partner Center
The Microsoft AI Cloud Partner Program (MCPP) requires enrollment with a work account in a Microsoft Entra (Azure AD) tenant, not a personal Outlook.com account. The greyed-out checkbox for “Microsoft AI Cloud Partner Program” appears because the current sign-in is a personal account (********@outlook.com), which cannot be used to enroll.
To unblock MCPP enrollment and then complete Publisher Verification for the Azure AD app:
- Create or use a work account in the tenant
- In Microsoft Entra ID, create a user such as
******@800.comin the tenant where the domain800.comis already verified. - Assign this user the necessary admin role (for example, Global Administrator) in the tenant.
- In Microsoft Entra ID, create a user such as
- Enroll in Partner Center with the work account
- Go to the Partner Center enrollment page for the Microsoft AI Cloud Partner Program:
- If completely new to Partner Center, follow the flow described in Create a Microsoft AI Cloud Partner Program account in Partner Center. Sign in with the new work account (
******@800.com), not the Outlook.com account. - Provide the company’s legal business details and primary contact, then submit the enrollment.

- Wait for account verification to complete (typically 3–5 business days) as described in Verify your account information when you enroll in a new Partner Center program. Until verification finishes, some Partner Center functionality remains blocked.
- Go to the Partner Center enrollment page for the Microsoft AI Cloud Partner Program:
- Confirm the Partner Global Account (PGA) ID
- After verification, the organization has a valid Microsoft AI Cloud Partner Program account with a Partner One ID (PGA ID), which is required for publisher verification.
- Perform Publisher Verification for the Azure AD app
- Sign in with the work account that:
- Has Application Administrator or Cloud Application Administrator in Microsoft Entra ID, and
- Has Microsoft AI Cloud Partner Program Admin or Accounts Admin in Partner Center.
- In the Entra admin center, open App registrations, select the multi-tenant app, and go to Branding & properties.
- Ensure a publisher domain is set and that it or another DNS-verified custom domain in the tenant matches the email domain used during Partner Center verification (for example,
800.com, not*.onmicrosoft.com). - Select Add Partner ID to verify publisher, and enter the Partner ID for the Partner Global Account (PGA) that completed verification.
- Select Verify and save and wait for processing. After success, the app shows the blue verified badge and users see it as a verified publisher during consent.
- Sign in with the work account that:
If the MCPP checkbox remains unavailable even when signed in with a work account, open a support ticket from Partner Center or Azure (once signed in with the work account) so support can correct the enrollment options for the tenant.
