MY card has been charged $12.00 for several years now and I've disputed it through Amex multiple times and you guys still keep charging me

... or perhaps someone has stolen your Amex information and is using it to make unauthorized charges. Do you think that just because the charge has the word "Microsoft" it comes from Microsoft? Do you think my mother named me "'Bulldog"? Both could be fake.
