Hardware Developer Program enrollment deactivated - identity verification blocks reactivation
To clarify, this issue cannot be resolved through standard Partner Center support or the self-service verification flow.
We have already attempted multiple Partner Center support cases, but they are automatically closed due to identity verification failure. Because identity verification itself is blocking support access, we are unable to proceed through the normal escalation path.
At this point, this has become a circular dependency:
- The Entra Admin ID / Hardware Developer Program cannot be reactivated without Microsoft intervention.
- Microsoft intervention cannot be reached because identity verification blocks case handling.
Based on similar cases in this forum, we believe this requires escalation to the Partner Center Verification / Compliance team or the Windows Hardware Dev Center (WHCP) team for manual review and backend reset.
Could this thread please be escalated to the appropriate internal team for review?
We are ready to provide any additional documentation required.
This is not a permissions or role issue, and not a re-registration issue.
The original Entra tenant associated with the Hardware Developer Program is no longer accessible, and the program remains in a deactivated state.
Re-registration, new tenants, and new EV certificates are not viable options.
Standard Partner Center support is blocked due to identity verification, and all cases are closed automatically without investigation.
At this stage, the only viable resolution is a manual review and backend reset by Microsoft.
Could a Microsoft representative please escalate this to the Partner Center Verification / Compliance team or the Windows Hardware Dev Center team?
We would appreciate guidance on the next steps from the responsible internal team.
