Hotmail Account Locked - Unusual Activity

Hello,

I am posting on behalf of a relative who has been locked out of their Hotmail account for over two weeks, and we have been unable to regain access despite exhausting all of the recommended recovery methods. No verification codes are arriving on any of the phone numbers, let alone the one associated with the account which means we cannot complete the account recovery form or verify identity through the usual channels.

This situation is now extremely urgent. My relative has several serious health conditions and relies on this email account to manage critical medical appointments, prescriptions, and ongoing communication with healthcare providers. Without access to the inbox, it has become nearly impossible for them to manage their daily medical needs.

They are also due to travel on a long‑awaited holiday next week, but all booking confirmations, flight details, car hire and any potential airline updates were sent to this email account. We are at serious risk of losing access to all of this information.

In addition, the account is linked to their banking and essential life‑admin services. The account owner is elderly, disabled, and has never engaged in any behaviour that would violate Microsoft’s terms. They have held the account for well over 15 years with no issues. This lockout has caused significant stress, and I feel completely stuck after going in circles with the automated recovery steps.

I am urgently requesting guidance on how to escalate this issue.

Is there a way to speak directly with a Microsoft support agent who can verify identity and assist with reinstating the account?

Any help, advice, or escalation route would be deeply appreciated. Thank you in advance.

    If the account owner has already submitted the Account Reinstatement form (for a locked or disabled account) and has also tried requesting verification codes (SMS or email) multiple times but no codes arrive, the most appropriate next step is to contact Microsoft Support directly via the Contact Support channel so the case can be routed through the account-security support flow.

    Please note that this is a user-to-user support forum. Moderators, contributors including external Microsoft employees cannot directly intervene in Microsoft product features or access back-end systems.     How to contact Microsoft Support (Chat):

    • Go to Contact Us – Microsoft Support.
    • Type “Account locked” in the search box, then select Get Help, then Contact Support.
    • If you cannot sign in to the locked account, sign in with a different personal Microsoft account (or create one if needed) to start the support session.
    • Under Products & Services, select Other Products. Under Category, select Manage account security.
    • Select ‘Chat with a support agent in your web browser’, then clearly explain that you have tried all available recovery methods but it still doesn’t work.
