If the account owner has already submitted the Account Reinstatement form (for a locked or disabled account) and has also tried requesting verification codes (SMS or email) multiple times but no codes arrive, the most appropriate next step is to contact Microsoft Support directly via the Contact Support channel so the case can be routed through the account-security support flow.

How to contact Microsoft Support (Chat):
- Go to Contact Us – Microsoft Support.
- Type “Account locked” in the search box, then select Get Help, then Contact Support.
- If you cannot sign in to the locked account, sign in with a different personal Microsoft account (or create one if needed) to start the support session.
- Under Products & Services, select Other Products. Under Category, select Manage account security.
- Select ‘Chat with a support agent in your web browser’, then clearly explain that you have tried all available recovery methods but it still doesn’t work.
