I suggest you do this:
- Sign in to Microsoft account: https://account.microsoft.com/profile
- Check Country/Region
- Must match your credit card country
- If wrong > do not change randomly (can lock account)
- Go to Payment options: https://account.microsoft.com/billing/payments
- Remove all failed cards
- Add the card again as new
- Try postal code with and without spaces
- Use:
- Edge or Chrome
- Incognito / Private mode
- Or a different device
