If turning off Screen Time did not help, the first thing to check is whether your son is signing in with the same Microsoft child account that is still inside your Family group, because Family Safety only works on accounts that are actually linked there.
It also helps to confirm that his account on the laptop is set as a Standard user, not Administrator, then verify the account in Windows Settings > Accounts, restart the PC, and install any pending Windows updates.
Also, try removing the Screen Time limits completely, save that change, then add them back again, because that can clear a stuck sync.
If it still stays blocked, check whether that laptop actually shows up under your Microsoft devices page, because if the device is not properly registered, Family Safety changes may not apply correctly.
