Can you confirm is the Windows 10 or the prior OS had OEM license.

Additionally, you may need to contact Microsoft Support to get the activation issue sorted:

Error 0xC004F213 means Windows 11 cannot find a product key or matching digital license on the device.

Since the upgrade was from an activated Windows 10 with a digital license, activation normally carries over automatically. Use these steps in order:

    1. Confirm activation method
      • Go to Start > Settings > System > Activation.
      • Check the message under Activation state.
    2. Run the Activation Troubleshooter
      • In Settings > System > Activation, select Troubleshoot.
      • If a valid digital license for Windows 11 or for a different edition is found, follow the on‑screen steps to apply it or install the correct edition.
    3. Enter an existing product key (if available)
      • If there is a Windows 10/11 product key from a previous purchase or from the device firmware, in Settings > System > Activation select Change product key and enter it.
    4. Reactivate after hardware change (if hardware was changed)
      • If major hardware changes (especially motherboard) were made after the upgrade, the stored digital license may no longer match the device.
      • In Settings > System > Activation, select Troubleshoot and then the link to reactivate after a hardware change if it appears, and follow the steps while signed in with the same Microsoft account used when Windows 10 was activated.
    5. Purchase a new license if no key or license is found
      • If no product key or transferable digital license is associated with the device, a new license is required:
      • In Settings > System > Activation, select Go to Microsoft Store and complete the purchase, then activation should complete automatically.

If Windows 10 was preinstalled (OEM) and the motherboard has been replaced, a new license may be required because the original OEM license is tied to the original hardware.
