The pop-up is the Office End User License Agreement (EULA). A recent Office feature update changed where the EULA acceptance is stored, which can cause this “fine print” agreement window to appear and block access to Microsoft 365 apps.
In this situation, the button shown (even if it only says OK and not Accept) functions as the acceptance control. Selecting OK/Accept on that EULA window is required to proceed; if the dialog is closed or dismissed without choosing OK/Accept, the Office apps will close and the prompt will keep returning.
Key points for this issue:
- The license terms themselves have not changed; only the storage location of the acceptance information changed.
- Microsoft has started reverting the update that caused this behavior, but until that reaches the device, using OK/Accept on the pop-up is the necessary workaround.
- If, after clicking OK/Accept, the dialog still appears every time and the apps never open, allow Office to finish any pending updates, then try again.
- If the loop continues even after that, fully uninstalling and reinstalling Office (as shown in similar repair/uninstall guidance in the context) can refresh the installation and EULA state so the acceptance is stored correctly.
Once the EULA is successfully accepted, the Microsoft 365 apps should open normally and remain usable with the active subscription.
