Based on the issue description as well as the provided the "BAD_SYSTEM_CONFIG_INFO" stop code (also known as Error 0x74) which probably points to a corruption in the Boot Configuration Data (BCD), a failed update or a corrupted Windows system file. Since the machine is looping at the Lenovo logo, it is failing to hand off the boot process from the BIOS to Windows.
The suggestion here is to perform power off completely. Sometimes the "on-and-off" loop is caused by residual power in the capacitors. Try to unplug the power adapter and all peripherals. Then press and hold the Power button for 60 seconds until it shuts down. Plug only the power back in and try to boot.
Please note: Back up data if possible.
Another suggestion is to trigger the Windows Recovery Environment (WinRE). Since you can not boot into Windows, you need to force the recovery menu. Power the machine on and, as soon as you see the Lenovo logo, hold the Power button to force a shutdown. Repeat this three times. On the third or fourth attempt, Windows should display "Preparing Automatic Repair" and then lead you to a blue "Choose an option" screen. Navigate to Troubleshoot > Advanced options > Startup Repair.
If Startup Repair fails, go to Troubleshoot > Advanced options > Command Prompt. Once you have the Command Prompt open, the first step is to ensure the bootloader knows where the OS lives. Run these commands in order. bootrec /fixmbr then bootrec /fixboot and bootrec /rebuildbcd After the last command, it will scan for Windows installations. If it finds one, type Y to add it to the boot list.
