Thanks for your post. I understand you’re trying to activate Windows 11 on a newly purchased computer and are receiving the error “Windows reported that the hardware of your device has been changed” (0xC004F211). Have you already tried the Q&A Assist suggestions? In addition, please try the following.
Step 1 – Confirm the License Type
On a brand‑new OEM PC, Windows 11 Pro should normally activate automatically using a key embedded in firmware.
Please open Command Prompt and run slmgr /xpr
- If it says permanently activated, no further action is needed.
- If it reports not activated, continue below.
Step 2 – Verify Edition Match
Make sure the installed edition matches the license:
- Open Settings > System > Activation
- Check Windows edition
If your device came with Windows 11 Pro but Windows was installed as Home, activation will fail.
Step 3 – If This Is a New OEM PC
If the PC was sold with Windows 11 Pro included, but activation still fails:
- The seller/manufacturer must confirm that a valid OEM key is embedded or provide the correct key.
- Microsoft cannot generate or replace missing OEM keys.
This is expected behavior for OEM licenses, as they are tied to the original hardware: Activate Windows
