I have the same issue.
I am the only Global Administrator of the tenant. I reset my mobile phone and lost access to Microsoft Authenticator. I did not have a backup or recovery codes configured.
Now I cannot sign in to the Azure / Microsoft 365 admin portal, and there is no other admin account in the tenant to reset MFA.
This appears to be a tenant lockout scenario.
I am requesting assistance to recover access to my tenant and reset the MFA for the admin account. I am ready to provide ownership verification details via private message only, as required.
