I can't become a store developer

Question

I follow the steps on the page to complete the registration to the letter. In the third step where they ask for name, email, cell phone number, etc., everything seems correct and the continue button unlocks, but when I click it, nothing happens. There is no error code, it does not indicate that any of my data is wrong, it simply does not let me continue.
