overheating charger

i have got a 45w charger with a HP laptop 14 model number l25296-003 for thcharger it is so hot to the point im getting burns from it can i get a new charger

it is 1st degree burns

    Dont' think this is a software or a Windows issue.

    You need to contact HP support in this case. The charger can be defective.
