Locked out of personal Outlook account, verification not working

I have been locked out since 8th March 2026 and all attempts to recover have failed. I type in all the information requested on the verification form. I take that information from a cache version of my email inbox on another device but still get rejected every single time. I am so frustrated with not being able to access emails or my one drive. Chat bot on the phone has been of no help. Has anyone been able to resolve this or knows the steps how to? If not, is there anyway to contact a human support agent, as I keep ending up in a loop solving nothing.

2FA is active for some reason, but associated with an old landline number that's been disconnected for years. I have tried to change the phone number to my mobile with no success.

    Since you mentioned that you have two-factor authentication (2FA) enabled, do you have the 25-character recovery codes for the 2FA?

    Important: If you have an active 2FA, the account recovery webform (ACSR) will inform you that your recovery request will be ignored.

    If yes, please go to account.microsoft.com > Forgot Password > click "I don't have any of these" on your verification methods > click "Yes" on the 25 recovery code (if you have one) > from here, you will be asked to wait 30 days in order to update your security info and recover your account.

    During this time, you will not be able to sign in to sites or services with your account.

    However, if you do not have access to all of your verification methods (phone and email) and if you do not have the 25-recovery codes from your 2FA, I'm afraid it is no longer possible to recover/unblock the account.
