    Hi Jeffrey Harris,

    Thank you for reaching out.

When the new Windows 11 PC has already completed setup, the built‑in PC‑to‑PC transfer feature may no longer allow the two computers to pair. This transfer experience is designed to work during the initial setup phase of the new device.

Here are some available options that you can consider trying in this situation:

Option 1: Reset the new PC (only if you want PC‑to‑PC transfer)

    • Open Settings > System > Recovery
    • Select Reset this PC
    • Choose Keep my files
    • During setup, sign in with the same personal Microsoft account used on the Windows 10 PC
    • Follow the on‑screen prompts to transfer files during setup

Option 2: Move files without resetting (recommended for files only)

    • Sign in to OneDrive on the Windows 10 PC and allow files to sync
    • Sign in to OneDrive on the Windows 11 PC using the same account
    • Access files directly from File Explorer

Option 3: Use an external drive

    • Copy files from the Windows 10 PC to a USB or external drive
    • Connect the drive to the Windows 11 PC and copy the files over

Resetting the new PC is only needed if you specifically want to use the automatic PC‑to‑PC transfer during setup. If your goal is simply to move files, using OneDrive or an external drive is usually faster and avoids resetting the device.

You can migrate your personal files from the old computer to the new computer. That's easily done:

1- Copy your files from the old computer to an external hard drive or a USB flash drive.

(Make sure you are actually copying files rather than creating shortcuts. Don't ask why I know this.)

2- Move the files from your external hard drive or USB flash drive to the same folders in your new computer.

You can migrate the contents of these folders using the above method:

    • Desktop
    • Documents
    • Downloads
    • Music
    • Pictures
    • Videos

Any files or settings that are stored in your Microsoft account don't need to be migrated, since your Microsoft account is on the internet.

Resetting the new Windows 11 PC is not required to move files and will not fix the pairing issue if the feature requirements are not met.

The automatic transfer experience using Windows Backup has these key requirements:

    1. The new PC must be running Windows 11, version 2024 or later.
    2. The new PC must be in setup (Out-of-box experience) and signed in with a Microsoft account that does not already have an existing backup.
    3. The old PC can run Windows 10 or Windows 11, must be fully updated, and must use the Windows Backup app with “Transfer information to a new PC” available.
    4. Both PCs must be on the same Wi‑Fi or LAN network and plugged into power.

If the new PC is already fully set up and signed in, the special transfer experience may no longer be available, so pairing via the Windows Backup transfer option will not work even if the PC is reset from within Windows. The documented transfer flow is designed to run during initial setup of the new PC.

In this situation, use an alternative method to move files instead of relying on pairing:

    • Manually copy files from the old PC to an external drive (USB, external HDD/SSD, SD card) and then copy them onto the new PC. The Backup and Restore article describes using an external device to move files from an older PC to a new one.
    • Or sign in to OneDrive on both PCs and move/sync files that way (note that OneDrive content itself is not moved by the transfer feature and is always accessed by signing in to OneDrive on the new PC).

If choosing to completely start over with the new PC and want to try the automatic transfer, it would be necessary to:

    1. Wipe/reinstall Windows 11 so that the device goes back to the initial setup (OOBE) state.
    2. Ensure it is on Windows 11, version 2024 or later.
    3. Sign in with a Microsoft account that does not already have a backup.
    4. Then follow the documented steps to pair with the old PC using the Windows Backup app.

However, this is more work than simply moving files manually with an external drive, and it will not transfer apps or passwords in any case.
