Based on what you posted, may I confirm whether you are encountering this error when clicking on "Add Members" in the new Outlook, as shown in this image?
I have looked into this error and gathered several troubleshooting steps that you can try to see if they work in your case:
1/ Switch browser or use InPrivate/Incognito mode
2/ Try adding members from a different interface
If you were using:
- Teams app -> try Teams on the web (https://teams.microsoft.com/ )
- Outlook -> try Outlook on the web (https://outlook.office365.com/ )
- Microsoft Admin Center -> try "Teams & groups" > "Active teams and groups"
In some cases, the task succeeds from a different UI
