Email is not working because storage is full but it's not

Outlook says my email is full so I upgraded my storage. I'm below my storage limit now but I still don't have access to send/receive emails.

I cleared my browser history and it's still not working.

I also tried the storage upgrade transaction a few times and it still hasn't worked. I've been charged 3 times for the storage upgrade and my email still isn't working.

    After purchasing additional storage (or freeing space), it can take up to 24 to 48 hours for everything to fully update across your account. I’d recommend waiting that time and then trying again to check emails or try to send.

    If you're using Outlook Web, you can try resetting your browser cache and cookies. You can also try another browser, or test in incognito or InPrivate mode.
