If your OneDrive storage becomes full, your account will be placed in a frozen state. After you upgrade your storage or free up space, it can take up to 24 hours for the change to be reflected in your account and for it to be unfrozen.
I recommend waiting 24 hours, then signing out and signing back in to your Microsoft services, such as OneDrive and Outlook. After that, check whether you can send and receive emails and sync your files to OneDrive.
